Strategic Evaluation for Reach Out to Asia (ROTA)

We have done a Strategic Review/Evaluation of ROTA's International Program portfolio of ten countries.  This included:
- five days desk review. Documents we read included ROTA's Country Presence Review and their strategic plan 2012–2015
- ten days in-country in Doha to gather more information from desk officers of the International Program and from the Quality, Impact and Strategy Department
- five days to review the data collected and write the report
- one day to present the findings to the client in Doha
During the field work a range of participatory techniques were used; mapping and scoring exercise, concept and topic mapping, focus group discussions, formal and informal interviews, key informant interview. The information gathered was triangulated using individual projects evaluation from in-country implementors of ROTA initiatives. Preliminary findings were analysed and presented to ROTA headquarters during the last day of the field work.
