Imagine ten member countries working together on a joint 10-year plan, which in turn is part of a much broader, longer term regional initiative. This was the challenge for IMA when requested by the World Intellectual Property Organisation (WIPO) to run a workshop for ASEAN members in Daejeon, South Korea in November 2015. The 10 ASEAN member states recently ratified their ASEAN Intellectual Property (IP) Strategic Plan for 2016-2025 which is carefully aligned with the overall economic plan of ASEAN, i.e. ASEAN Economic Community 2025. WIPO asked IMA to run a workshop for 20+ IP project managers from the 10 ASEAN member states, as well as members of the ASEAN Secretariat, to enhance implementation skills. Together we worked on their results-based framework for the IP Strategic Plan and covered many aspects to support their complex planning and implementation process. Progress in intellectual property in the 10 countries varies greatly from countries such as Singapore, Malaysia and the Philippines where IP systems are well established to other countries where IP is in the early stages. This was very much an opportunity to foster solid working relationships and a support network between participants from member states, drawing out best practice and lessons which could be meaningfully shared with a view to support IP throughout the region. We reviewed planning, including planning for monitoring & evaluation; we covered implementation, including effective management and leadership; and we also explored how knowledge management tools and processes can ensure sustainability. We were also very lucky to have strategic input from the Korean Intellectual Property Organisation to help embed key messages. So what next? WIPO and the ASEAN Working Group on IP Cooperation are taking our recommendations forward and we trust we will be working closely with them in the coming year. WIPO is one of the17 specialised agencies of the United Nations. It was created in 1967 and its job is to help creative intellectual activity and facilitate the transfer of technology related to industrial property to developing countries to accelerate their economic, social and cultural development.
